The land was first granted in 1659, but it was later granted to the justice of Norfolk County. He founded Portsmouth in 1752 and named it after the naval seaport of Portsmouth, England. Originally ruled by the British, it was once the seat of Norfolk County. However, in 1963 the county became 2 separate cities.
